(Old Federal Era) Unified Terran Nations (Old Federation)

The Unified Terran Nations was a coalition of three major nations within the Aquarius Sector of the Milkyway, founded in 2238 A.D. At the height of its power in the middle of the 3rd millenium, the UTN was the largest and most powerful civilisation in human history. Political beliefs, goals and methods were dictated by a council of representitives from each respective nation. Together, through unified strength and will, the UTN aimed to restore Humanity to peace and prosperity under a solid and democratic government. There were 3 Core Systems, 42 Secondary systems and roughly 178 Inhabited planets in the UTN.

The UTN was destroyed in 4040 A.D by a cataclysmic event of unknown nature, originating beyond the Tempest Ridge, after a bloody war with an aggressive alien species known as the Radacri. The Terran Loyalist Alliance, and ultimately, the United Aquarian Systems is the direct descendent of the UTN Government.

Government
Each of the three nations that the UTN consisted of maintained a significant stake in Federal Policy, ensuring a fair and democratic government. Policy within each respective nation in the UTN was governed and dictated mostly by said nation's own government, with overall UTN policy providing guidelines. Although different UTN nation had limited influenece within other member nations, disputes were solved by the federal board of councilors with each nations forwarding a case. War was strictly forbidden and the three nations permited acceptable military presense from each other within thier own territory.

Government policy changes within respective nations was forwarded to the Supreme UTN council for introduction into Federal Law (which governs all UTN Nations), thus becoming a change that all nations must accept. In the event of a National consensus within a Nation disputing the introduction of a National-made Federal change that was forwarded to the Council, said nation could request an objection. Most objections resulted in the abolishment of the change in question, with exceptions to wartime administration which was mandatory (see Wartime).

Within each respective member nation, was a semi-independent government system with its own democratic processes similar to the UTN as a whole. The system ranged from each member nation meeting with the UTN Federal council, to individual citizens voting for, or against, changes in thier local establishment planetside. Each Nation's planets (terran) had representivies within thier nations' own government to administrate governmental policy on thier worlds. The smallest change could have solar effects, UTN democracy aimed to be fair to every citizen. Each Planet within a nation had its own "quasi-government" dictating all policy planetside, but within its soveriegn nations and in turn, the UTN supreme council's, policy. Each citizen had the right to take part in Federal-wide decisions and everyone is entitled to a say in UTN policy.

Government - Wartime
During times of war, the democratic chain was suspended and the UTN WCC (Wartime Council Commission) had power over all governments within the UTN and could override any and all changes. However, in order for the WCC to declare "Federal Security Power", each member nation must agree to the decision. The WCC was essentially a supranational governing body of the UTN senate, lead by a specially formed council from the highest ranking members of the Armed Forces, the Supreme Admiral of the Navy and Chief General of the Planetary Forces chair the new council. The Board of Admiralty and the Board of Generals would meet to discuss the situation and impose changes to the governing of the UTN as they see fit to further the war effort and protect the Federation. The WCC's ability to assume command required a unianmous decision from the Supreme Senate, and is only granted in severe cases where the Federation is in serious danger. The WCC effectively prevents domestic political issues from obstructing the efficient co-ordination of defence of the Federation, and placed the overall power in the hands of the most skilled and respected members of the UTN armed forces. The WCC is forbidden from remaining in power for longer than needed, in addition, the civilian government could appeal to remove the WCC from power if the Supreme Senate unanimously agrees and there is no imminent threat to UTN Security as per the constitution.

Exceptions
Even though the Supreme Senate must technically reach a unanimous agreement to empower the WCC, it was not always required. If in the case of a severe attack on the soverign territory of the Federation, the Board of Admiralty and Board of Generals could agree to suspend the Civilian Government in order to co-ordinate an effective retaliation. However, the civilian government must be restored once the threat is controlled, or the WCC members would face removal from office and their positions in the Armed Forces.

Economy
UTN economy and commercial dynamics was strongly based on maintaining a diverse and stable cycle of commerce between member nations, with each nation usually exporting comoditys that were easily resourced within said nation. Therefore, each nation supported the others with trade - and also depends on this cycle for suppling the entire Federation's economy. Each member nation possessed its own individual economy, based on similar principles of export abundant resources for the importation of needed ones. In order to maintain and regulate this proccess, the UTN introduced a series of trade regulations known as the "Free Commerce Act". All member nations within the UTN must conform to this Act during trade, not only with other member nations, but within thier respective nations aswell. Inter-Federal trade was usually based on industrial need and demand rather than commercial market - this allowed each nation to export a resource that is fundamental to the cycle, thus maintaining each nation as a major UTN Economic "player", and ensures each nation could maintain its own economy by exporting (preventing over-imports which results in national debt).

Trade within the Federation was conducted via set trade routes, with independant trading corporations providing logistics, governed by the Federal Trade Rights Commission, these corporations conformed to federal rules regarding finance. The system worked by preventing supplying corporations from exporting and selling their commodities beyond the local system - inpdendant trade corporations must purchase the goods directly, and profit by selling them where they are needed for a greater price. The use of independant corporations for trade allowed the market to remain flexible by preventing corporations from controling large aspects of the economy. Demand would force buying prices up, attracting corporations to seek the needed commodity where it is abundant (sold at a lesser price) this way, the corporations are given incentives to supply commodities to places where they are needed.

Industry and Production
Unified Terran Nations Industrial dynamics was largely based on supply and demand for commerical sectors, with the Military having a secure sector dedicated to providing materials for the Federation's Armed Forces. These Commercial sectors were represented in a council known as the TICC (Terran Industrial Commerce Council) - Industrial Sectors were commonly associated with thier parent Federal Member Nations (e.g Coron) and usually revolved around the parent nation's staple export or main economic commodity(s). Typically, each Nation in the Federations contained around 3 sectors, which, in turn, were governed by thier respective corporations. Interaction between local sectors based within the same parent nation was mostly independant and corporations were allowed a large amount of control over dealings (They still must conform to the "Free Commerce Act".) However, inter nation industrial interaction was co-ordinated strictly through independant trading corporations registered with the Federal Council. Industrial Corporations within the Federation were governed by the TICC in order to prevent corporate sub-legal occurances.

Each Industrial sector essentially was its own economy, with import and export of non-staple commodities regulated by local government bodies within on or off-world colonies ( for example, the importation of a needed good - such as grain - was handled within said sector and distributed using a smaller similar system as the main UTN ecnomy. The UTN's Armed Forces possessed a significant stake in the Federation's Industrial operation - with a dedicated economic sector providing all the nessecary resources to the Armed Forces when needed, as needed. During times of war, the WCC could nationalize a second economic sector (Without prior consensus) to provide for increased military production - but no more. However, a unanimous decision from all member nations could allow for a "global" Industrial takeover in order to provide for a long and exhausting military campaign. This was considered a last-resort to tactical deployment as its effect on the UTN ecconomy is usually adverse and severe. The only time this was ever exerised in the history of the UTN was during the final years of the Radacri Wars.

Extra-Federal Trade
Despite the fact that were was exisiting trade relationships with other Entities outside of the UTN, there were measures in place should such a relationship be made. Essentially, all trade conducted with a non-UTN entity was performed directly by the Federal High Council and regulated by the TICC as far as implications to the UTN's own economy extend (for example, the TICC can refuse a trade contract with an external nation if said contract threatens the stability and efficiency of the entire UTN economy in any way).

he Unified Terran Nations' military forces are split into four categories; Navy, Federal Marine Corps, Home Defense and Planetary Forces. Each playing a major part in the defense of the Federation as a whole. Planetary Forces are planet-side operations, including "Air" forces, and water-based naval forces. ("Planetary" describes the conduction of combat within a planet's atmosphere). The Navy is the main power in the UTN, any and all armed space-faring vessels within the UTN Military as a whole are considered it's "Navy" - and as with all forces in the UTN, it consists of the combined military power of the individual member nations within the UTN, but after the Second Unification Act of 4040; the Navy's structure is far more centralised. Home defense is made up of units from both the Planetary Forces and the Navy. It is tasked with maintaining the peace within UTN space and providing defense in times of war - or when the UTN's forces are committed to a conflict (thus are not present in home space).

Military
The Federation's Armed Forces were considered to be its defense - not its tools of war, with Naval Command making most military-based decisions upon defensive actions, or defense-based offensive actions. Due to the Expansion Act of 2417, the Navy's size had remained relatively consistant up until the turn of the 3rd millenia, when the act was abolished, with new vessels only produced to replace aging or decomissioned ones. After 3000 A.D, the Federal Navy increased in size significantly. Each Member nation in the UTN contributed an amount of forces to the UTN's "Main" Military, but retained its own forces for domestic issues within its respective system(s). However, during times of war, all forces within the Federation served as one, and were commanded by the Board of Admiralty and the WCC. The amount of forces comitted to the UTN's "main" force by the inidividual nations was greater during war, but a certain amount of combat-ready military units remained in thier respective nations to assist Home Defense Units and deter offensive moves against the Federation.

Federal Navy
The Unified Terran Nations Federal Navy was the guardian of the federation, protecting all UTN assets both foreign and domestic. It was the largest single military force created by humanity and was the first and last defense of humanity in the federation. The Navy was actually a coalition of the combined naval forces of the major member nations of the federation, with each contributing a sizable force to form the UTNN. In peace times, the Navy functioned more as many individual forces rather than one, each serving its respective member nation (though a "standing force" was required to be contributed at all times includng times of peace). During times of war, the Navy serveed as one force under the command of the WCC and Board of Admiralty. The Navy was maintained by the FNOC (Federal Naval Operations Commission), the FNOC ensured that all forces were balanced, and enforced production restrictions on member nation's Warship construction depending on requirements of the fleet as a whole.

Federal Marines
The UTN Federal Marines were the 'amphibous' assault division of the Federal Navy. The Marines operated in counter-boarding, boarding and planetary assault roles.

Dragon Corps
The Dragon Corps were the finest soldiers in the Federation; genetically enhanced, super human soldiers equipping the most advanced cybernetic exoskeletons available. Typically used in the Boarding and Counter-boarding role aboard large warships, Dragons also performed deep recon and dangerous missions behind enemy lines that required their expertise.

Naval Intelligence Agency
The NIA, or Naval Intelligence Agency was a branch of the Federal Navy responsible for the gathering and assessment of intelligence for use by the Navy. NIA was a seperate division of the Navy that operated directly under the instructions of UTN Naval Command, and possessed its own chain of command. The Agency served both as an Intel source and a 'Secret Service'; invesitgating incidents and threats to Federal Security. NIA operated its own specialist fleet of vessels, that operated outside the normal chain of command, these vessels were often dedicated to recon and espionage.

Planetary Forces
The Planetary Forces represented the Federation's ground and in-atmosphere based military; the "regular army" and "Air force". Responsible for safeguarding UTN worlds from hostile invasion, and peacekeeping operations on distant worlds. The primary role of the UTN Planetary Forces was the protection of UTN worlds and colonies from aggression and invasion, each world had a standing garrison at all times. In UTN history, unlike the Federal Marines, the Planetary Forces had very rarely been deployed beyond UTN territory, with the most notable deployments being the peacekeeping operations in Delta Aquarius, and the Phoenix Conflict. Nonetheless, the Planetary Forces had a long and proud history of protecting the federation, from both foreign and domestic threats. The Planetary Forces maintained a constant state of readiness, and could be deployed in a moment's notice by vast fleets of orbital assault vessels, and respond to any situation on UTN worlds and beyond.

As with the Navy, the Planetary Forces were made up from the combined forces of the Main Member nations of the UTN. During times of peace, the Forces operated independantly on their respective world; the local government had authority of the local division of the Federation's Planetary Forces. If the Federation was faced with war, the Wartime Council Commission took overall command of the unified might of the Planetary Forces, in UTN military doctrine, the Forces were most often deployed in a defensive role, with the Federal Marines taking the role of expeditionary forces, on hostile worlds. That said, if the war escalated further, the Planetary Forces were able to deploy from Navy assault vessels to land on virtually any world.
